Sim cards cancelled

Took place on my Vodacom account and it was cut off. I then paid the outstanding amount and bought 2 new sim cards (internet and phone). I was promised that this would take a week to be activated.
After a while I went to Vodacom Faerie Glen, but the system was slow and I could not be helped.
After some more time I went to Vodacom Hazeldean, who informed me that they could not help me.
On 17/12/2013 I went to Northpark Mall in Pretoria North, who informed that both my new sim cards was cancelled. They want me to complete the application forms again and pay for ANOTHER sim cards!

Please help, this is unacceptable.
