Credit balance on prepaid phone

I am trying to transfer my credit balance from one to another phone number more than two days unsuccessfully.
I spoke with numerous consultants in the call centre, only to find that the credit balance do not belong to me!!!
It is the credit left behind after the contract expired and even i paid my contract in full - it is not mine?! Is this the money of Vodacom?!
