R14000 bill???

My wife upgraded her cell phone contract to a data contract with a laptop, through Incredible Connection (IC) in Stellenbosch. The first bill we received after that was for over R2500. I went back to IC, she said I must take it up with Vodacom. I went to a Vodacom store, they said I must get a itemised billing statement, which I must pay for. The next statement was for over R3000. I went to another Vodacom shop, the guy there said that the contract was migrated to a Top up contract and that there is no way that a top up contract can get that high. Then for a couple of months we didn't get any statements. This past weekend, we received a statement for over R14000. After the first month, the line was blocked, My wife couldn't use het data or her cell phone. I don't know what the is going on with Vodacom, this is totally unacceptable. How can we receive a bill for this amount, without even using the phone or the laptop.
