Upgrade disaster- Contract not which apply fo

My daughter is disable and the only thing she really can use on her cell phone is the internet. For that reason we took out a Blackberry package which include the BIS. After 22 months we went to the Vodashop in Bela Bela and upgrade with an option no handset and we were assure that the Bis was included in the package. During the month we received a SMS stated that the Bis expire at the end of the month. Again we went to the Vodashop whereby the sales person phone Vodacom and assure us that the Bis is included on the contract. At the end of the month everything stop on the phone and after phoning them we was told that the BIS was not on the contract.
We went back to the Vodashop and the sales person cannot solve the issue. She gave us several phone numbers but we were send from one department to a other department. No one can help us cancel the contract and to take a new contract. I am with Vodacom from 1995 and be assure that I am going to go to a other subscriber if my three other contracts expire.
