No settlement letter after 2 months

I am giving up. I don't know what else to do. I've written a complain before, think a month ago, Vodacom called me and still nothing happened. I call the call centre ever two days still nothing. All I asked for was a settlement letter but clearly it needs to be escalated to some other level. In Tuesday I spoke to one of the managers of the collections department and she said she will personally go to the legal department and demand it, it's been days now still nothing. Clearly Vodacom has no spirit of Ubuntu
