Cannot get through to emergency services!

A few weeks back, a fire in the veld directly opposite my house broke out. I naturally called 112 to report the fire only to receive a very lengthily automated message welcoming me to cell c's emergency services and to note that the call may be recorded for quality services. It then stated that I must dial 1 for an emergency, which I did and then it started with the introduction again?! I proceeded to press 1 several times and was not able to get passed the automated voice! I therefore lodged a formal complaint with Cell C and was told I must call 112 to report the fault? I finally had some time today and gave them the benefit of the doubt and tried to call 112 again. I heard the same lengthily introduction and pressed 2 this time as wanted to speak to someone about my concerns. Needless to say I couldn't get through as the cell c introduction went through on a loop again?!

Not only does the lengthily automated introduction completely shock me (if you are in an emergency you need to be put through immediately) but also you physically cannot get through. I hope that both of my concerns will be looked into as a priority, as this is a very serious matter.
