Unauthorized BIS deductions from account

My previous contract expired on 16 March 2013. I had a BlackBerry but never had to pay for the BIS. I did not renew the old contract because I wanted to get a new contract and the Samsung Note 1. In May I got the Samsung and the new contract started.
In June 2013 I was suddenly being billed for BIS (R51.75). I only started to realize what was going on in Oct 2013. I dont have a BlackBerry any more and I never had to pay for that service, how come all the sudden I get this bill?
