BIS -service not active after 7 days of struggling

Cellphone, replaced by insurer (over-insured thanks to VODACOM). All steps taken including sim swop etc, to get the new device active on all services which I pay for on my contract. I have spent at numerous hours on telephones, in vodacom outlets etc, and even a blackberry outlet... but still I have no BIS service active on the phone line.
