Still throttled uncapped data contract

So here I was on the morning of the 24th of September downloading emails and browsing the internet when all of the sun den everything started to time out. Did a speed test and got only 20kb/s. So I phoned mtn and found out that for some reason I was throttled. So I lodged a complaint and got a phone call from Mr David Mapokane. So he told me that the throttling has been lifted and that my account was not supposed to be throttled. All excited I got home and surprise surprise it was still the same. So 2 days later he calls me back and we went through the whole story again and he tells me he will look in to it. That was on the 1st of October and I got no response yet but I am still stuck with my slow speed and I still have to pay for this. So I decided to cancel this contract but now they want R2100 for cancelation fee witch is absurd. Not my fault they can't get it fixed. So now I am stuck with something that I can't even use to download emails or browse internet. So if this is their so called method of throttling why did they make it uncapped? This is still capped because after you are throttled it is only good for whatsapp from the phone. Worst service ever. I want to cancel plz
