Ridiculous throttling of "uncapped" internet

I was on Mweb's 1Mbps uncapped ADSL product since last year when suddenly in August I received an email saying that my usage is excessive and they would have to slow down my connection. My average usage is the same month to month. I forgot about that email and the throttling started in September.

I was throttled to such a slow speed that I could not even load the google home page! I saw on the Mweb website that they now had different products, throttled uncapped packages and Premium uncapped packages. I then spoke to @MwebGuy on twitter to find out which product would suit me better. I asked if I would still be throttled if I upgraded to the 2Mbps Premium uncapped product at R599 pm and was assured that I "should be fine" on that product.

If only that were true! I am still being throttled on this "Premium" product. Please Mweb, define what the Premium account means, why am I paying R599 instead of R449 for my 2Mbps uncapped? Also, what is your meaning of "uncapped"? No limit on data usage, but don't use too much or we'll slow you down! Then at least let us know exactly how much is too much!
