Unreasonable charges and poor communicatiom

I sent my Blackberry phone for repairs at Vodacom store in houtbay, and went to fetch it today so before I signed the documents I checked if everything is in working order that's when I saw that Bbm isn't working I asked the consultant what was wrong, because I thought the phone was fixed properly that's when the consultant assured me that there's no problem we just have to reset the BlackBerry Id so he took his laptop in attempt to reset the BlackBerry Id with the help of my Samsung phone we managed to change the password. But Bbm still was not working as I waited nearly an hour to see if the Bbm is working, it kept on loading. So I was charged R100 for the password reset service and the problem isn't solved as yet, I was told that blackberry was offline the but as soon as its back Bbm will be working. The Bbm is still not working and was charged for something I could have done myself if they knew how to educate their clients.
