MTN service provider contract not working

I took out an MTN contract on 25th July. Got the phone, but am unable to dial out. Initial number gave the error of "Your account has been blocked". This they blamed on Rica. After four days of no service (and waiting for bars and blocks to be removed) I insisted on a new sim card and number. New number now says "you have insufficient airtime to make this call" This is a contract phone. I am now told that the number will be activated and that I must wait. How long more?

I phoned their head office and they still show the old rica-barred number as the number which is active on the contract, not my new number.
