Phone booked in 6 weeks no feedback

My son locked his phone and the phone had to be send away to be reset. They told us 2-3 weeks. It is now six weeks and no-one seem to be able to locate the phone. We keep on paying a contract of which we have no phone to use the contract with. I keep on phoning and they keep promising to phone me back but no one ever phone. When I phone I am told that the turnaround time is 14-21 days they don't seem to understand that it has now been 90 days, they keep on telling me I will receive and sms once they have the phone but no-one knows where the phone is.
