Samsung S4 "Emergency Calls"

I bought a Samsung Galaxy S4 on contract from Cell C Pavilion store.

The phone continuously displays "Emergency calls only" and "No sim", it has to be restarted all the time to actually receive a call. I cannot receive calls or messages, calls cut off in the mid conversations and this was within the first few days of getting the phone.
I took the phone to the Cell C it was booked in for an OBF and sent to Samsung for assessment and they said that the phone has no fault. I received the phone back 2 weeks later and the phone still has the same fault and it seems to be getting worse.

So I took the phone back to the store, it was booked again for an OBF.

This is unacceptable service and I am currently paying for a phone that I cannot use. I want a new phone I refuse to wait any longer for them to assess it considering I have only had the phone for 2 weeks in my possession over the last month (The phone is only 1 month old now).
