BIS does not cover all interne t

I placed a call 12:28 on Saturday July 20, 2013 and got assistance around 12:30 from Simpiwe Plsse. She told me that that the reason for my R52.00 usage was because of internet. This did not make sense to me as I am on a BIS plan. She also informed me that BIS does not cover all internet like streaming. I know that because before you would use sites like You Tube, you get prompted that this site does not support your current plan. Hence I don't go on there. The most shocking words from her was" BIS does not cover every little thing you do on the internet". Am I then being stupid when saying that BIS is suppose to cover every single little thing that one does on the internet, or do I understand the T's & C's wrong? Can someone competent please call me to explain why BIS does not cover every little thing one does on the internet?
