No one can help me to upgrade

I am due for an upgrade, last week I made an online application for an upgrade, the vodacom call centre contacted me and processed the aplication that was on 11/6/2013, everyday since then I am phoning the upgrade call center to tell me when my phone will be delivered, and everytime they tell me that there is only a quote done and they cant process it, because it has to be cancelled by another department, everytime I call in they tell me they will call me back. I have spoken to two teamleaders already and nobody can assist me to upgrade. I spoke to about seven different call center operators including two teamleaders, and they are all incompetent they cant help me to upgrade. you can close down that upgrade call center because it is useless.
