Cannot receive incoming calls

I've had this Vodacom contract for 2 years now and about 7 months ago I got a Samsung Galaxy note 2. After about a month or so for some unknown reason I couldn't receive any incoming calls from other cellphones, only from land lines and recently all sms's stopped working. I've been to various Vodacom customer care centers in Cape Town, Johannesburg, Pretoria and Vryburg. Sim swops have been done as well as testing it on other smart phones but the problem still persists. I've recently upgraded to the Samsung Galaxy S4 and the problem was then forwarded to the IT department. So far I haven't received any feedback and the problem has still not been sorted out. No one seems to know whats going on.
