Unacceptable response

I have a monthly debit order for airtime top up which goes through every month on the 1st sometimes earlier but the airtime is loaded after 7 days. During that time I am able to send sms's, however this month no airtime has been loaded as yet and I am unable to send sms's and today is the 10th!!! When you phone they promise that it would happen within 24 hours but after 2 days... nothing!!! They are quick to debit your account but are not providing the service we are paying for!!!
