Wrong listing on ITC

I lost my ID in 2007 if I remember well still and reported it the SAPS and SAFPS and they gave me PR number and found out that am listed on ITC after some time when I enquired they said Russells listed me as I tried to open the account. I called and explained to russells and also gave them the PR number from South African Prevention Services and after a while was told that they have iinvestigated and will notify credit bureau to remove my name and will 21 days, since 2008 till now calling Russells and am told the same story"We are aware of the false listing and will update and send to the credit bureau to remove, everyone am calling keeps telling me the same story but till today my name is still listed under and it is holding up my life. I cant open any accounts, even today I called them and was told the very same story that they will update and send to the credit buerau to remove me for 21 days, so I dint believe anymore, it has been five years now, otherwise they can tell me whom to actually contact, the right person for this job, this means the credit bureau is not receiving any updates from Russells or JD Group, their number I have been calling is 0102111120
