High electricity billing-Double than normal amount

I have a property that I am renting out in Birchleigh and usually receive levy, electricity and water statements from SELECTION ESTATES which is managing accounts for the Birch property. On the 22nd May 2013 I received a statement which showed an unusually high electricity amount (2 electricity readings were done for 1 month). I enquired with the company and they responded by saying: "the initial electricity meter was faulty and registered no consumption".. I have statements that shows that February 2013 R646 was paid, in March electricity and water was: R566, water and lights that was paid for April 2013: R567 (Levy was also paid for every month).
I have informed Selection Estates that the tenants are moving out end of June 2013, as they want to claim money from previous months. Selection estates even mention on e-mail that once they are able to determine an accurate average consumption - my account will then be charged with the electricity for the periods that I was allegedly not charged due to the faulty electricity meter. Please assist
