Speeding infringement by person driving copied reg

I received a traffic fine. The car photographed is a VW Scirocco R using a copy of my registration. The infringement notice includes motor details. The motor details lists a Peugeot 107. People working for AARTO must look at the photo and check against the registered motor details BEFORE issuing an infringement notice. I am not the offender. AARTO should use the photo to track down the perpetrator, who is guilty of s much worse offense than just speeding.
