Impossible to change bank details

I am horrified at sars jhb cbd, i been there on the 2 july 13 was told they do not accept cell phone account statements as proof of residence. I took another day off work on the 3rd and went back to sars. But before i went i called the call centre to make sure i had the correct documents. Was told that i need to complete a cra form, and a copy of the owners id. What a nightmare i had on the 3rd, first off i was put in the wrong que for 2hours when i realized something isnt right spoke with the que marshal who apologized and put me in the right que for another hour. Finally i had my turn and they refused my proof of residence, i had my payslip, bank stats, affidavit, last years irp for, an mtn statement but still they refused. I explained that i dont have medical aid, investments, or policies, the lady maaki and ludwe the consultant plain down refused to assist. I have monies pending since last year, and i have only one freaking account with mtn now how on earth am i supposed to give them what they ask? I do not have a lease agreement as i am not under contract? I fail to see why they cant change my bank details when i am there with my documents what kind of could i do?
