This City works for you - ha ha!!

What does the City of Cape Town slogan "this City works for you" mean? It certainly does not work for me! I paid R274.00 on Saturday the 29th of June to register my new scooter, but was not issued a licence disc as the licence fee for my old scooter had not been paid. I have since paid this (R213.10) on Monday the 1st of July, via an internet banking transfer (reference number 194503174), but was told there is a 48 hour waiting period, and today, Wednesday the 3rd of July, is well over this 48 hour period. I have phoned your office 3 times since, and e-mailed, asking for both discs to be posted to me. I keep getting replies via emails asking for proof of payment, despite sending them with the emails!! My last call to your office was half an hour ago. I have attached all the necessary paperwork to this email as well. I bank with ABSA, and the Council's bank is ABSA, so the payment should have reflected by now. I will gladly forward all correspondence to you, both sent and received. As mentioned I paid cash R274.00 at your Milnerton office to register and licence my new scooter; I should not have paid this for something I have not received!
