Registered parcel given to the wrong person!

I would like to know why one of my parcels was given to someone else!

My registered tracking number from GONUBIE, Eastern Cape is: PE810956509ZA.

According to the latest tracking information my parcel was given this morning (4th September 2013) to a "GHALPIE"

I don't know this person is. Why did the Post Office give him my parcel?

For registered parcels it needs a signature and ID Book to be released by the Post Office. So why then did they give my parcel to some random person?
