Refusing all forms of payment except cash -imports

I import frequent shipments of commercial goods via Airmail which I collect from the Customs desk at Cape Mail, or from Chempet branch (7442) where I have my PO Box.

Both locations know me well after so many years.
For many years, I paid the clearing fees, import duties & VAT by company cheque.
My credit record is 100% clean and have never had a check bounce.

A year ago, they suddenly changed policy and refused to accept checks from anyone.
I asked if they would consider running a credit check and criminal check on both my personal self and my business to continue accepting cheques but they refused.

They insisted I pay cash or by card. Who carries thousands or tens of thousands of Rands in cash with them?
I did not have a business card and did not wish to use any of my personal cards.

Forced to get a business cheque-card, I used this ever since, until last week they started refusing to accept any credit cards, debit cards or check cards. No checks either. Now ONLY cash accepted.

I now have several shipments stuck that I cannot collect and I refuse to pay in cash due to the high risk.
I have been mugged outside my bank twice already.
