Arrears but was not covered

I cancelled my medical aid at the end of April due to financial constraints, the person who was assisting me said i can reinstate my cover within 90 days of cancellation i.e. 3 months. Today i'm calling to reinstate as it is only just under 60 days and they're telling me to pay the arrears for May and June. What i dont understand is how can i be in arrears whereas i was not covered for those two months. The agent at the contact centre did not inform me that when you reinstate you pay for the months that you were not covered. Now i have to speak to my HR to arrange with their credit control to pay the arreas I DONT UNDERSTAND HOW IS THAT POSSIBLE AS I WAS NOT COVERED FOR THE 2 MONTHS... WILL SOMEONE PLEASE EXPLAIN! Now i will have to rejoin with waiting period imposed:(
