New dependent cannot be added

My daughter was born yesterday, and since birth I have been battling to add her on as dependent. I am switching employers at month end and although the old employer requested for her to be added, discovery cannot effect administrative changes due to change in companies. My new employer cannot add her as I am still with the old one! It is pathetic. Discovery once again playing pass the buck whilst I am faced with a dilemma!
How can my change in companies affect the membership of my new born daughter. I am a member and will still be next month. Wake up Emily Mahlangu! Maybe discovery should employ more logical thinkers.
This complaint follows fair warning and no response from new business. What a let down!
It seems that we the members are nothing but numbers in the discovery balance sheet.
