Passed my registered mail on to SAPO 11 days late

I sent a large envelope, containing an important legal document which I had printed at their establishment and signed, to the Netherlands on the 19th of March. Since the owner, who took my post, didn't actually put any postage stamp/franking on my envelope after I had paid and left the store, I returned half an hour later as I thought this was unusual and requested to change it to a registered letter instead, which cost an extra R36 (total of R100). On the 27th of March I looked up my item on the South African Post Office's track and trace system only to discover that there was no result on my search so I enquired at both Postnet and the Post office as to what the problem was. Postnet then informed me that there is a strike in Johannesburg which is causing a delay, but the Hout Bay Post office clerk told me that once they had received the item that this would have been entered on to the system, which was odd. The next day on the 28th of March it appeared that Hout Bay post office received my item from Postnet! 11 days later! So now I have to wait a further week or more for this to be delivered to the Netherlands, whereas it should have arrived there already. Unacceptable!
