Parcel not delivered tracking number II291081554ZA

My parcel was sent by USPS and arrived in South Africa on 06.11.2013. I went to customs and was returned to EMS on 07.11.2013. I have not received the parcel till today I pay $50 for priority mail. I have tried contacting them but they do not pick up the phones they ring non-stop.
