Big on making promises they intend not to keep

I placed an order (value of R70.80) through Debonaires' website and already paid for it with my card on the web. It clearly says on the website that your pizza is free if it is not delivered in 40 minutes if you live within a 5km radius of Debonaires. I then received an email with my electronic receipt and an sms at 11:49 that Centurion received my order. After 45 minutes I contacted debonaires and asked where my order was as I placed it 45mins ago. They said I should give it another 5 minutes. I phoned again 10 minutes later and then spoke to the manager Dorothy who still could not tell me where my order was and mentioned she was about to phone me and tell me they had no mushrooms. I told her that it's almost an hour later and still no pizza and then asked her about the 40 minute promise. She then went on about the mushrooms and said she will have to speak to her manager. At 12:51 (more than an hour after my online order) the delivery guy finally showed up. Why do you make promises about online orders delivered within 40 minutes if within 5km otherwise it's free if you don't intend to keep them? I am very unhappy with the service and frustrated with false advertising!
