URGENT: Assesment & Claim for accident damages

The vehicle was assessed at the Telesure assessment centre in Canal Walk on the 17th of December. The assessor quoted the repairs of the damages to my vehicle from Farbers Coachworks.
Virgin Insurance claims the damages to my vehicle is less than R5000 - leaving me to cover the cost of any damages. I have also requested a quote for the damages to my vehicle from Station motors who are both VW and McCarthy approved/preferred provider (attached). The quote amounts to R12 165.76 to repair damages to the vehicle by virtue of replacing both panels, painting and blending the panels. This is a 183% difference in price quoted by VMI!! The aforementioned assumes that there is no structural damages to the vehicle behind the bumpers, which has not yet been assessed.

The impression this leave me with is that VMI & Telesure will be performing substandard work in order to repair the damage to my vehicle through:

o Below market value labour cost rates with VMI preferred providers
o Substandard repair work in order to keep quoted cost as low as possible - surely if one replaces one plastic panel due to damages all other damages should be treated in the same manner??
