Open bank account then freeze it

My car was broken into and was told after everything was stollen i could apply for a device on line, then told you need a cheque account, then please transfer cash into the account, so all done now verify the account, sorry we cannot accept expired drivers licences, which we never realized was expired after standing in a queue for two hours, but bring us proof of address and maybe we can help, so leave the bank drive for 20 minutes drive back stand in queue for a further half hour only to be told that the only proof of address you had at the office was a summons and that is not enough proof of where you stay, for heavens sake i had to sign for this thing at home surely it was proof enough that i stay there. So complain by phone on friday still waiting for a call back, weekend without funds, find a account and a certified copy of ID (as the original one was) and sorry guess what we cannot help you as we want an original copy, after waiting in a queue for another hour, so how do you get to draw cash from an account to get the pictures and pay for a new ID? or drivers licence, so I dont get cash into any of my accounts till the 7th as all other money is due to go into this acc
