No assistance in replacing Drivers Licence

On 6 January 2014 I went to Winternest Traffic Department to apply for temporary drivers Licence and new Drivers Licence as Mine was on 2 January 2013 in unsuccessful hijacking attempt that result in of my purse with all my bank cards, ID document and drivers licence. After been in a row for more than 5 hours I eventually get to the lady to do the eye test. She was not able to help me, because I did not have original ID Book or Passport. When explaining to her that my ID Book was in the same incident my drivers licence was and that I have a certified copy of my ID Book, SAP Affidavit and case number and proof that I did apply for my ID earlier today she refers me to the manager Nelson who will be able to assist me. Nelson did not even really hear my situation just told me if I do not have ID Book or Passport I cannot apply for drivers licence. As the really left me with no money I priorities what to do with the money I were able to get together and a drivers licence is more important for me than a temporary ID document as I had certified copy of my ID . Well now I do not even have a application for drivers licence
