ATM, Victim regarded as being negligent

I went to withdrew my salary on the morning of the 22November2013 just after eight the morning. I inserted my card and put my pin code in and the machine just froze... I tried to cancel and nothing happened, while strugling to cancel and get my card out a guy came behind me and started pressing a lot of zeros on the machine and I tried to push him away and said I did not ask for help. I tried to call the so called number that they state is a toll free number to find out I need airtime to make this call. I white lady got out of her van and asked me whats wrong and i told her what happened and she offered to go buy me airtime so i could call the bank and cancel my card. I stood at the ATM while she went and bought the airtime and called immediately the toll free number. I told them what happened and they ensured me that they cancelled the card as I spoke to them. Than went to the bank in Lansdowne to notify them and get a new card and they told me that they will investigate the matter and refund my salary in 10 working days. They also said that their is cameras at the ATM which they will have to view first. 10 days later they say my card was and they cannot re-imburse me...
