TFS unaware of their service provider actions

I settled my vehicle with TFS and duly requested my registration papers from TFS.
I was advised that it could be mailed or couriered to me, courier services were advised as it is more secure.
I was then informed that it would take 4-5 days to deliver and the person receiving it would have to show proof of ID and furnish a letter giving them permission to receive the registration papers on my behalf. The couriers would call before delivering.
Sounds wonderful.
When after 10 days I did not receive the papers I called TFS to enquire when I would receive the papers.
I was informed that it was despatched 10days ago and I should have it! A tracking number, phone number and company name were supplied.
I phoned SUN couriers to find out to my horror that it was delivered 9 days ago.
To the reception desk, without any proof of ID or letter of permission. No phone call beforehand.
Thsi because the couriers are not allowed to go into clinics or hospitals etc.
standard practice with the courier, yet TFS are unawere.
No security, yet the registration papers come with a transfer of ownership form!
