Registration of build up caravan

Good morning, I gave in the papers for the registration of a build up Wilk Caravan at Mbombela Municipality licencing department. The person helping me told me that it will take 10 working days to finalize the registration. up to now there was no reaction. If you phone them they don't answer the phone. I found a person who said she can help me to get the papers within 2 weeks but I must pay her R1800 to get the registration papers. I was told that it can take up to 18 months to get the papers. I only want them to do their job and get my vehicle registered within the 10 days without me having to bribe people to do their job. Thank you
