Failure to comply

Applied for MIBFA surplus fund benefits in May 2011 already. Since then they had all kinds of excuses. Since September 2012 they claim that they have all the necessary docs now and I just have to wait 10 weeks, when I will then receive a letter. Since, I have phoned numerous times upon which they claim that they have escalated the issue and that it is not them paying the claims, but an external company, I just have to wait 10 weeks. Excuses every time.
My other concern is. There was a cut-off date. The auditors calculated the pay-outs on the main figure that they calculated and numerous people have already received their payments. Now there are still thousands of people queing to apply. So the rest of the people must share the remainder of the funds left. Where is the fairness in this?
1) Why do I have to be to and wait so long for my claim, if all my things are in order?
2) Why do I have to pay the price of claiming after the proclaimed deadline?

And it was quite widely advertised!!!
