Long wait for surplus payment

My mother Mary- Jane Mahlangu submitted a Surplus claim in May 2011 and even today she has not received the money she was promised. We have been calling in since the 31 May 2013 after they told us that the money will be paid within three weeks but since then nothing has happened. We have been struggling with this matter for over two years now and no one is willing to give us explanation of why is taking so long. We phone almost every month and we are promised to receive money within three weeks but nothing. This has caused lot of stress to my mother and she now sick.
The surplus payment claim is for my late father.
