Storm Damage Claim Unfairly declined - AS USUAL!!

On 18 December 2012 while we were on holiday we had a huge rain storm and storm water from our neighbours property flooded into our house and damaged our laminated wooden floors. We put a claim in and after the building inspector inspected the property the claim was declined. Standard Bank's reason for declining the claim was that we were supposed to put drainage in our property. We've been living in the property for 6 years, about 2 years ago our neighbour knocked a hole through into our property. In the 2 years we've never had any water build up or flooding into our house at our sliding door in the office. The office is opposite the boundry wall (with hole in wall). We have boxes with stock in our office piled to the ceiling, so surely any person in their right mind would not have boxes full of stock if they new or had previous problems with water flooding the house. The building inspector did not ask any question to find out if we had previous problems with water in the office they just decide that it was our responsibility to put drainage in, in a area we've never had problems with. Typical Insurance, you pay them but when there is a claim they get an excuse not to pay!
