Why does this bank have my money?!?!

I am a client of this bank sadly and I am experiencing difficulties withdrawing money at a atm so naturally I call the client care and I'm barked at by Barbara who says "You are speaking to Barbara! " Done that's all the greeting I got, I continue to explain my problem and I'm told she will send a email to IT. Okay and since I need money now what should I do to receive assistance because the error is my limit is exceeded when I have made no transactions? There is nothing she can do she says, well can't you do any to my account or fix the limits?? No she can't because she says her job is to send emails!! No reference number, no estimated resolution or follow up promise! What purpose does this client care centre serve? I had the same problem yesterday at the branch and I was told I have to make 2 transactions to get my full amount even though I just increased my limit (cost me R3) and was unable to transact then I was billed again to amend my limits again! I was charged twice to make these 2 withdrawals. This is my MONEY you are playing with!! This bank has no business keeping anyone's money.
