UTILITY BILL NOT ACCEPTED AS PROOF OF RESIDENCE

I went to Absa Maitland branch this morning with the hope of opening an account. I went with all the relevant documents e.g payslip, proof of address and my green bar coded SA ID. Copies were made of these by a lady in the enquiries section and i was referred to a Sales Consultant. After waiting for the sales consultant a good few minutes, i went to her office. She ask for my documents which i gave. After looking at the Utility bill (with my current address) she said she needed to go to the back to check whether it will be accepted as proof of address! She came back a few minutes later and told me unfortunately she won't be able to assist me as the utility bill cannot be accepted as proof of address due to FICA requirements! and that i have to bring a bank stamped statement from Nedbank as proof of address? Please note that my Utility bill is current and my name and full address is on the utility bill.
