Capitec Bank refuses to reverse my money

I'm under debt counselings, and capetic bank being aware of that still they debited the money /-R3500. i went to the branch in jabulane mall (28 May 2013) raised the matter and was told wait 3 to 7 working days to do an investigations. After that long wait i went back to the bank i had to wait again for almost 2 hours while the staff is busy calling the so called CCS and they told me they are system cant reverse the money because i was banking with them i should go to my bank to do a dispute but what my bank wanted was a letter that authorises the reverse and the letter that shows I'm on debt counselling. went back to the bank they the CCS and was send from one pillar to another and they again told me to wait 3 days to draft a letter to take to my bank. when i went back the letter was not there and they promised to call me back since the matter is taken to the team leader but even now no call nothing. what kind of a bank is this? i so regret why got myself in such a bank can wait to finish my loan and burn all the cards of this bank. the reply that i need is call and that letter. What do you think i eat or travel to work with. Look today is 13 June 2013 but still no money.
