Unhappy with service

On the 2nd of May i locked my car keys in my car. i called Budget and they said they'll find me a locksmith. 2 hours later i called them back and they said they couldn't find anyone to assist me immediately in Richards Bay. I googled locksmith and found a couple in Richards Bay, i then called the insurance back and they told me to go ahead and use the locksmith, the insurance will refund me when i send the receipt. I used the locksmith and immediately called budget after i had the receipt. The consultants kept on connecting me to other consultants because no one knew who is supposed to assist me with the claim. I then logged a claim on line and Kathoon Khan was assigned to handling my case. she told me that the refunds department will assist and i'm still waiting for their call. She has never called back to check if everything was sorted. When i try to call Budget, the lines are always busy so i hold for about 20 minutes then hang up.
