4 months and still no registration papers

I sold my car in January Month, and contacted MFC to get a copy of my registration documents (finance was settled) so the car can be transferred onto the new owners name.

The consultant told me that the documents would be delivered in 10 working days.

29 January:
Contacted the call centre to enquire why I had not received anything - it had been 3 weeks. I was told that the documents had already been sent (when finance was settled) and I would need to pay for duplicates. Why was I not told this in the first place? Sent an e-mail to [Email Removed] with request and proof of payment as advised by call centre agent.
04 April:
Contacted the call centre as no documents/e-mail correspondence received. Spoke with Mantoa and sent her e-mail with details. She would follow up and resolve. The payment was not allocated.
15 April:
Mailed Mantoa for feedback - nothing received.
13 May:
Mailed [Email Removed] [Email Removed] and [Email Removed] for feedback.
14 May
Received feedback - documents to be delivered within 10 working days.
28 May - Mailed [Email Removed] for feedback - documents not received.

The car license expires today - still no documents? It has been almost 5 months!
