Of initial Payment for PCC application

I have done my payment for my PCC of R323, last Friday but when I went today to your Johannesburg centre, Fatima Mayet told me that she cant accept th application as payment reference was showing BSL International instead of my passport reference. See the attached world document which I have showed to her that I did made payment to BSL international but after my numerous request and calling your centre many time no body helped me. Finally I have made another cash payment of R343 on your counter to submit my PCC application.
When I spoken to the call centre, they said I cant get my money back or even they will not allocate that money to against my application as the mistake was from my side, which was just human error from my side. Even I showed bank statement to Fatima over the counter which does show my passport no as my reference but she didn't accept that as request. After spending almost 3 hours on your customer centre I had made another payment. They were keep saying that read our policy but there is no such policy except FAQ which is not company policy. i would like a refund, and if not i will be taking this up with consumer protection act! this is pure.
