Untruthful and unhelpful

I took out a loan with African bank during the cooling off period, I returned the money as I have been adviced. I made the payment in two batches and subsequently, the second and last payment I made, I used the incorrect reference number. I have submitted my bank statement and proof of payment to the bank twice already, spoken to countless call centre agents. My account till now has not been settled and closed from the bank side. I have been given a reference number but who ever is supposed to allocate the fund hasn't done so. They said that my turn around tome is today, 13/12/13 but it has still not been resolved. Now I am being told that I am supposed pay an instalment on a loan that I returned back to the bank!!

Can someone please help me because I am at my wits end and it has been two weeks and nothing has been resolved.
