Cellphone was blocked without instruction from me

I live in Cape Town. On the 03/04/2013 my wife's pay as you go cellphone stopped working. We called the Customer Care to enquire and were referred to a Vodacom Shop. At the Vodacom Shop, we discovered that the phone was blocked. We asked for reasons and no one was able to provide this except to refer us to the customer care. They also provided the name of store that blocked the phone. I called the store which is in Brooklyn, Pretoria and they promised to help. I spoke to a gentleman called Brandon and he asked me to email him my wife and my IDs. He promised to help in matter of days. I followed up after a week and there was no progress and he again promised to assist in a matter of days. I phoned after another week and he still promise to help. I don't know what to do and now very frustrated as we did not ask them to block my phone.
