How can a telkom shop not answer the telephone?

When I phone the shop (021) 595 2000 they just never answer the phone. I just get a message sayin gthe mailbox (NOT PERSON/NUMBER) cannot answer it. This is TELKOM. How does that reflect on their business? What's the use of a phone if it never gets answered?
