Refurbished phone worse than faulty phone sent in

On the 12th December 2012, I complained about my blackberry having been sent in for a service, and me receiving a refurbished phone - which started doing exactly the same thing as the faulty phone within a week of getting the phone back.

I have read numerous reports today of people who have had the same problem. Why do you hand out refurbs if they dont work... clearly this is not a solution! What are you going to do about my refurb being faulty with EXACTLY the same fault, just worse?

I got the original phone 1 year ago - why have 2 year contracts when these phones dont last that long? I am appaulled at the "service" and solution that was offered - or lack thereof! Please tell me how I can rectify this issue 100% permanently?

Your original response was - "HVRC (Repair centre) is guided by the Manufacturers Repairs guidelines and in accordance with their Standards and mandate. BlackBerry warranty is supported through repairs, swap out process to the same refurbished make and model, or any means to restore the handset to the acceptable useable standard as applied to new devices." -----It is not of a useable standard, not even close!
