Sold service not rendered after 4 months

I moved away from Blackberry in NOVEMBER 2012. Changed to Samsung Galaxy Note 2 after I was advised by sales person that I can pay the special price of R1499 for 2 gig data per month for 12 months to "replace" the BIS-service. Two days after the deal was done and I have paid the R1499 for 12 months data in advanced, they turned around and said the data can not be loaded onto my existing account. Various phone calls, to the shop and customer care as well as to the owner of the shop and a regional representative, I still have not received the goods (data) I have paid for. Received various e-mails where the fault was admitted by Vodacom, but to date nothing to rectify it. Went to the "Customer Care"-centre in Somerset West on Saturday where I was told by the manager that it is not their fault and that Mr Surtie is not with the company anymore. Loss of airtime and databundles at a much higher rate as advised, resulted in unnecesary high expenses. What can I do? Two of the complaint reference numbers are EC-ZAK6-2V2JWJ and EC-ZAKW-28CXZO
